On April 16, 2024, Microsoft teamed up with Enpai Public Welfare to hold the "2024 Microsoft Non profit Organization Information Day" at Microsoft China headquarters. Leaders from over a hundred non-profit organizations, as well as experts in technology, communication, operations, fundraising, and other fields, gathered together to explore the ever-changing development of intelligent technology, bringing infinite possibilities and enormous opportunities for the digital transformation, intelligent innovation, and automated operation of public welfare. Microsoft and Enpai Public Welfare will also launch the "Smart Innovation Operation Manual for Public Welfare Organizations", based on the experience of Microsoft's intelligent technology implementation in global public welfare undertakings, combined with technological achievements and the actual needs and application scenarios of Chinese society, to provide practical and feasible references for public welfare organizations to address potential issues such as technology application, data security, and technology ethics in the process of acquiring and applying intelligent technology.

Smart Innovation Operation Manual for Public Welfare Organizations

Microsoft has long supported the development of public welfare and non-profit organizations in China. In June 2011, Microsoft launched the Tech4Good campaign globally. Microsoft has donated over 360 million yuan in software and hardware products, services, and funds (excluding the Employee Giving project) to hundreds of non-profit organizations in China, including the China Youth Entrepreneurship and Employment Foundation, China Development Research Foundation, Enpai Public Welfare, Youcheng Entrepreneur Rural Development Foundation, Beijing Red Dandan Visual Impairment Cultural Service Center, Beijing Mountain and Water Nature Conservation Center, Shanghai Jiuqian Volunteer Service Society, Gansu Kasaomu Social Work Service Center, and Beijing Sickness Challenge Public Welfare Foundation.


 

 

 

Faced with a new round of innovation opportunities brought about by the rapid development of intelligent technology, Microsoft has combined the successful practices of new technologies globally and a deep understanding of the development needs of China's public welfare undertakings. Together with Enpai Public Welfare, they have summarized and proposed the "Smart Innovation Operation Manual for Public Welfare Organizations". At the roundtable discussion on "Technology Boosting the 'New Quality Productivity' of China's Public Welfare Industry" held during the event, cross-border experts freely discussed the opportunities and challenges that may arise in public welfare innovation.


 

 

 

"Trust is the foundation for public welfare organizations to establish themselves," said Xu Yongguang, the principle director of the Nandu Public Welfare Foundation. "The foundation for the operation of public welfare organizations is donations from all sectors of society. We need more efficient work, more active innovation, and a safer and more transparent organizational operation mechanism. Intelligence and automation technology will undoubtedly help improve our efficiency, and I am also more concerned about the potential role that technology may play in ensuring safety and building trust."

Wei Qing, Chief Technology Officer of Microsoft China, said, "When facing the continuous development of technology, public welfare organizations need to do two things: disenchantment and action. Faced with a large amount of and constantly updated technology, we need to return to people and start from empirical evidence. In addition, there are few people who act in unison. Public welfare organizations need to take action, improve their ability to control technology, and use technology for public welfare organizations. Joining hands with public welfare partners, working together to create the future

Autism sufferers are known as "children from the stars". Established in 1993, Beijing Xingxingyu Education Research Institute (referred to as "Xingxingyu") is a non-profit organization dedicated to providing educational services for children with autism and their families. The main treatment approach for autism is rehabilitation training, and the optimal treatment period is before the age of 6. It is estimated that there are at least 3 million autistic children aged 0-18 in China, with a shortage of up to 300000 teachers. As a pioneer, Star Rain has trained China's first professional teacher team for behavior training. Over the past 30 years, the institution has served over 50000 patients and provided training to more than 330 related institutions. Currently, it has more than 30 full-time teachers.


 

In order to better meet the huge demand for rehabilitation training, Xingxingyu has actively embraced technological innovation and launched online themed courses in 2020. Starting from 2021, it has adopted Microsoft 365 as the core information platform for internal office and external teaching, and has established the "Xinmeng" service account with the support of Tencent Cloud, achieving student management and community services based on the WeChat platform.

"As a non-profit organization, Star Rain did not have a dedicated IT department in the past, and the website was maintained by volunteers. Information was also stored on the personal computers of teachers." Liu Yongliang, the head of Enpai Public Welfare Technology, who is responsible for providing technical support for Star Rain, said, "We have been fully deploying Microsoft 365 for Star Rain since 2021, and have taken advantage of working from home to comprehensively upgrade the entire system. Now, we have established an internal website through SharePoint, which serves as the core management system for the organization's digital assets, including all teaching materials, greatly facilitating teachers' online teaching and courseware sharing.
